Enough Is Enough: the UKVIA Campaign Calling for a Fair Deal for Vaping Plan
The UK Vaping Industry Association has launched a campaign called Enough Is Enough, setting out what it is asking the Government to do on vaping regulation. Here is what the campaign says and the ten commitments at its centre, as published by UKVIA.

The UK Vaping Industry Association has launched a campaign called Enough Is Enough, which calls for a Fair Deal for Vaping Plan. The campaign invites businesses, consumers, politicians, public health figures and academics to make a stand against future policies and regulations that, in the campaign's words, do more harm than good to what it describes as one of the most successful tobacco harm reduction solutions this century.
At the heart of the campaign is the Fair Deal for Vaping Plan, which sets out ten commitments for the Government. The campaign states that these commitments are intended to create a regulatory environment which can effectively tackle youth vaping and pull down the shutters on illegal sellers, while allowing the legitimate vape sector to reach its full potential in securing a smoke-free future.
What the Campaign Says Is at Stake
The campaign states that the Government is right to crack down on youth vaping and rogue retailers. It adds that protecting children and tackling illegal traders should not mean punishing responsible businesses, the millions of adults who use vaping to quit and stay smoke-free, or the millions more who have yet to make the switch.
The campaign points to several policies and proposals that it says are making vaping more expensive, less visible and less accessible for adults. Among the measures it lists are a new Vaping Products Duty, packaging, display and descriptor restrictions, a ban on vape advertising and marketing, references to vape shops as anti-social, and changes to the Swap to Stop programme. On the duty specifically, the campaign notes that a new Vaping Products Duty comes into force from October this year, applying a flat rate of £2.20 per 10ml of e-liquid, or £2.67 including VAT.
The Ten Commitments in the Fair Deal for Vaping Plan
The campaign sets out the following ten commitments it is calling on Government to adopt.
- Tell the truth about vaping and smoking.
- License every vape retailer.
- Drive rogue traders out of business.
- Do not hide regulated vapes from view.
- Recognise responsible vape shops as community assets.
- Allow responsible communication with adults.
- Remove child-oriented branding, not all branding.
- Protect adult flavour choice.
- Restore a national Swap to Stop programme.
- Review the Vaping Products Duty before it causes harm.
The Campaign's Message to Policymakers
The campaign summarises its message to policymakers as follows: protect children, punish rogue traders, support responsible retailers, preserve adult choice, tell the truth about relative risk, and help deliver a smoke-free future. It asks Government to regulate vaping according to the evidence, rather than as though it were smoking, and to deliver a Fair Deal for Vaping Plan for consumers.
